The problem was my old version of BOINC. I had 7.14, and, for some reason, the client didn't realize there were new versions. I had to manually install 7.16.2.

I already have other projects running and recently added another, so it's not proxy or firewall issues. However, I have tried to add https://climateprediction.net/ several times at different times, but had no luck. The only error message I get is "Failed to Add Project. Please try again later".
