If it\'s Vista with BOINC version < 6 installed to the default location (C:\\Program Files\\BOINC) Vista\'s protected application execution will block all attempts by programs to create files under C:\\Program Files. If that\'s the case you\'ll either need to install the latest advised version of BOINC (6.2.19 for CPDN) or install the version you\'re using with a different base directory.
