I've just noticed that my integer speed has dropped from around 2000 +-, to 1299.
It apparently started happening after I went to BOINC 4.25 5 days ago.
Does BOINC just have a new algorithm, or is it my computer?

BOINC 4.25 simply gives lower number(s) than 4.19

The BOINC windows benchmarks in the 4.1x series had a bug that gave inflated results in windows when compared with other OSes. It was fixed in November in the development version that resulted in the 4.2x series. Basicaly the windows compiler (MS VC++ 7) was throwing away parts of the benchmark code, so in windows it would run faster, and thus gave higher results.
